Fighting can’t help us, it can’t even solve a problem, and it could just worsen it. So why fight, right? But I, myself, can understand whatever that conflict happening between the NPA and the government. I also is not that preferred to the government though I’m not also as harsh like the NPA people. But whatever they are doing with their victims, it would be God who could only punish them.

They are all very brave, really brave. They are very potent and hardworking for they are sacrificing on becoming far to their loved ones. I’m very proud to all OFWs. It’s really amazing to think they are so far away from home. Despite of that, they are more inspired to work and it is a big help not only to their families but also to country. As what Arroyo said, if we could find a way for them not to stay away from their families, it would not be a better one, but the best.

The Presidential Task Force on Education headed by Jesuit educator Father Bienvenido Nebres has come out with the Main Education Highway towards a Knowledge-Based Economy. It envisions seamless education from basic to vocational school or college…. It seeks to mainstream early childhood development in basic education. Our children are our most cherished possession. In their early years we must make sure they get a healthy start in life. They must receive the right food for a healthy body, the right education for a bright and inquiring mind—and the equal opportunity for a meaningful job…. For college admission, the Task Force recommends mandatory Scholastic Aptitude Tests. It also recommends that private higher education institutions and state universities and colleges should be harmonized. It also recommends that CHED will oversee of local universities and colleges. For professions seeking international recognition—engineering, architecture, accountancy, pharmacy and physical therapy—it recommends radical reform: 10 years of basic education, two years of pre-university, three years of university… Our educational system should make the Filipino fit not just for whatever jobs happen to be on offer today, but also for whatever economic challenge life will throw in their way….”
Everyone is always saying that education is really important for it is where we can gain knowledge that we can share unto the next generations. And it would a very big opportunity if someone in our country can think of giving importance to education because nowadays, many parents can afford to send their children in school. And with that reason, many could go to the wrong way and become a problem in our society.

The Cheaper Medicine Law was already implemented and because of that, of course medicines are now in a cheaper price compared previously. It can make our country better especially that there would be no absent employees because of illness. And it would make their work better that can result to a better product and better economy.

With this statement, Arroyo has promised to strictly amend and provide a law for the complaints about the missing load of Filipino people. And we all know that as of now, it is already practiced by some telecommunication companies of having a promo of a long expiring load and stopping of spammers to send spam text messages on anybody’s cell phone numbers.
“MANILA, Philippines - Prepaid credits of mobile phones – popularly known as “load" – will now have longer expiration dates after the National Telecommunications Commission (NTC) issued new rules on Friday. Under Memorandum Circular No. 03-07-2009, loads with higher values will have longer expiration or validity periods, the NTC said. Credits worth P10 or lower will be valid for three days from the previous one-day expiration. Loads more than P10 up to P50 can be used for 15 days while credits worth more than P50 up to P100 will remain valid for 30 days. Loads more than P100 to P150 will expire at the end of 45 days while credits of more than P150 to P250 will last for 60 days. More than P250 to P300 will remain valid for 75 days while credits worth more than P300 will last for 120 days.”

We all know that terrorism is one of the toughest issues on earth nowadays. And because of that, we should be very thankful if Arroyo could find a way to stop terrorism with the help also of the USA of course.
4. “In 2001, I said we would finance fully automated elections. We got it, thanks to Congress….”
Yes, the May 2010 automated elections is already imposed and it would be hard on the part on Filipino people who never knew how to operate computer though it is easy to learn and it can speed-up the result of the upcoming election. I’m sure that Arroyo’s statements above would make our country better in field of ICT but we are already used of government people who are already good on speaking but never better on implementing those.

HP's downsizing gearing up

High-tech manufacturer Hewlett-Packard Co. will lay off its roughly 4,000 North American information technology contract workers for three weeks and then may fire as many as 1,000 of them, according to CBS Marketwatch.com, which cited unnamed sources. There has been no comment from the Palo Alto-based company about the terminations. Earlier this year HP CEO Carly Fiorina said as many as 15,000 employees will lose their jobs as a result of the acquisition of Compaq Computer Corp.
A company spokesman confirmed the three-week furloughs to "evaluate those contracts and services," the Internet news service says.
In another HP labor development, the San Francisco Chronicle reported Thursday that the company has lowered the age to qualify for buy-out offers from 55 to 50.

Hewlett-Packard has dismantled four research groups at HP Labs, including one led by a world-renowned scientist, as the company begins its latest downsizing initiative that will eliminate 14,500 jobs.
The technology giant has shelved a team based in Palo Alto focused on advanced software research led by Alan Kay, a respected computing pioneer, according to HP Labs spokesman Dave Berman.
HP also dissolved two Palo Alto labs that dealt with emerging technologies and consumer applications and a group in Cambridge, Mass., that handled research on health care and medical issues.
The company also consolidated the HP Labs organization by eliminating a level of management that ran three separate research centers for printing and imaging research, Internet and computing platforms, and information technology services, Berman said.
Kay is considered one of the pioneers of personal computing who also helped design the ARPAnet, the forerunner of the Internet.
He has received two of the computing industry's highest honors, the Association for Computing Machinery Turing Award and the National Academy of Engineering Charles Stark Draper Prize.
The moves follow HP's announcement on Tuesday of a restructuring plan that will eliminate about 10 percent of its global workforce of 151,000.
Berman said the reductions in HP Labs will be consistent with that goal, although he declined to discuss details. HP Labs has about 700 employees, including 400 in Palo Alto.
Berman stressed that HP remains committed to innovation through research and development, citing HP Labs' continuing work in the fields of nanotechnology and quantum computing.
"The message is (that) we are trying to refocus our research into the areas of greatest promise and our core strength and those areas which are most important to HP in the medium and long term," Berman said.
"Despite these cuts, we still have a rich and varied research agenda," he added. "We're still doing a lot of interesting and very important work. There just comes a time when you have to set priorities."
Analyst Crawford Del Prete of International Data Corp. said HP is redirecting its research to areas that could help generate revenue in the foreseeable future.
"It sounds like they're doing some pruning and refocusing of the research centers," he said. "I think the longer-term risk for HP is doing innovation that they can't" profit from.
But analyst Michael Dortch of the Robert Frances Group said the cuts, particularly the elimination of a group led by a highly respected scientist like Kay, could backfire.
"How many times in a lifetime does a company like HP get access to a mind like Alan Kay's?" he said in an e-mail.
"To eliminate his group by saying its efforts are outside of HP's primary business focus seems incredibly disingenuous and risky, happening as it does precisely at a time when HP could use all the loyalty, support and vision its management team can muster," he added.

High-end computers, sophisticated software, and other devices are being used to speed up meter reading, streamline billing, provide efficient and prompt response to customer inquiries, generate management information, and analyze electrical grid information.

Last August 23,, 2009, our group went to the office Davao Light and Power Company to conduct an interview regarding their best practices in HR. We have interviewed their HR Supervisor, Mrs. Jane Lee. Mrs. Lee told us that their best practices in HR are the following:
1. They are implementing a Universal Training Plan (UTP) which consists of different trainings for their regular employees. UTP can be in-house which is officiated by their staffs only, and outsource which is done by some other people from outside Davao City.
2. Their HR Department is the one who would take care of everybody for their employees’ career movements.
3. They also have career planning which means that they hire that particular person because he/she has a potential for the future of the company. The upcoming 2010 elections in the Philippines is the hottest issue as of now because of the reason that it would be done not manually but using the automated machine with the help of the new technology. About 50 million people are expected to vote at 350,000 precincts in May 2010 to elect a president, vice president, nearly 300 members of Congress and more than 17,000 local officials through the new and untested automated system.
Unlike in past elections when counting and tallying of votes were done manually, taking almost a month to determine results at the national level, Comelec is promising results within 36 hours under the new system made by the Smartmatic with the partnership of the Total Information Management Corp. (TIM).
However, “As Ducky Paredes kept emphasizing, election related preparations can't just be rushed. Else, it will create uncertain situation that harms the organization as well. Every government office, especially its leadership, always want to deliver better service to the people. However, forces beyond its control, like the legislature and various interest groups can either help or be a productive watchdog (give thumbs up or down accordingly) or make all efforts impossible. Their actions influences our perception on the COMELEC.”

Many people concluded that the Philippines is not yet ready to experience a modernized election especially that the time for preparation is not enough. And according to the national survey, one in 10 Filipinos can not read and write.

It would be the first time that the Philippines would use an automated machine for the national election and in fact, the senators said they were not sure how the Comelec would conduct the actual balloting and whether there were backup plans if the machines failed to scan the ballots, print and transmit results.

“Gordon, author of RA 9369 or the amended Automated Elections System (AES) Law, issued the statement to allay fears that automated elections would equate to computerized cheating. the law, which is technology-neutral, has mandated at least 16 "minimum system requirements" to ensure clean, honest and credible elections.
The minimum system requirements mandated by RA 9369 include adequate security against unauthorized access; accessibility to illiterates and disabled voters; vote tabulating program for election, referendum or plebiscite; accurate ballot counters; data retention provision; utilize or generate official ballots; and configure access control for sensitive system data and function. It also mandates accuracy in recording and reading of votes as well as in the tabulation, consolidation/canvassing, electronic transmission, and storage of results; and error recovery in case of non-catastrophic failure of device; and system integrity which ensures physical stability and functioning of the vote recording and counting process. RA 9369 requires a source code for the automated election system (AES) to be selected and shall be made available by the Comelec to all interested parties for their review. The AES shall also include a continuity plan in case of a systems breakdown or any such eventuality which shall result in the delay, obstruction or non-performance of the electoral process. Other safeguards include provisions for voter verified paper audit trail; system auditability to provide supporting documentation for verifying the correctness of reported election results; and to provide for the safekeeping, storing and archiving of physical or paper resource used in the election process.
The law also requires that the machines should provide the voter a system of verification to find out whether the machine has registered his choice; and a random manual audit be done in one precinct per congressional district randomly chosen by the Comelec in each province and city.
Gordon said any difference between the automated and manual count will result in the determination of root cause and initiate a manual count for those precincts affected by the computer or procedural error.”

As an IT student and a first time voter, I would rather choose the automated than the manual. It is for the reason that I wanted the Philippines to excel in the fields of technology though we all know that it would be very difficult for the Filipinos to adjust on the very big changes that would happen in the 2010 elections. But what’s the role of people who has experienced using technologies, like us IT students? We can help to educate those people who don’t even know how to use computer devices though there is only a short period of time left. How about if an assistant could help an illiterate voter during the votation? How about if the system would just provide pictures of the candidates and instruct the voter to just click the picture of the person who they want to vote with? I know it would be very crucial for everyone but we with the help of our prayers, whatever would be the result of the 2010 elections, it would be God’s plan because He knows best. If any of the interested groups are planning to cheat on the system, time will come that they would suffer for everything they would do. It’s time for our country to excel, to shine, to be known. And it’s time for us to prove to the world that we can stand together to fight for the right. But the biggest question that remains is that: Will there be elections by 2010?

Relocate a college's server computers next to a solar-power generator. Replace AC power with DC power. Cool the servers only where they get the hottest. Put the servers in the ocean and power them with waves.
Those were a few of the ideas discussed last week at a conference, "Greening the Internet Economy," that was designed to address the problem of the soaring financial and environmental costs of information technology. The event, held by the University of California at San Diego, offered a sampling of a new generation of technologies that promise to help colleges make their IT departments both more efficient and more sustainable.
Many of the participants emphasized the importance of systems that could more intelligently measure energy use on the campus. In recent years, colleges have been hurt by the rising costs of powering and cooling their data centers, in part because those costs are difficult to measure and poorly understood (The Chronicle, January 9).
At San Diego, researchers have started work on hardware to help colleges and other organizations understand how to make their servers more efficient. The device, called the GreenLight Instrument, will deploy sensors and software to measure the energy use, humidity, and other variables in various parts of a Sun Modular Data Center, a popular, self-contained complex of servers.
The goal is to encourage engineers to try different computing strategies to reduce electricity consumption, said Thomas A. DeFanti, principal investigator on the project and a senior research strategist at the university's California Institute for Telecommunications and Information Technology.
"Right now there isn't enough information for somebody to make a definitive decision: Where do I save my money? Do I eliminate disks in my computers, or do I stop them? Do I use more RAM or less RAM?" said Mr. DeFanti. "Nobody has detailed information on this."
Aiming for Precision
Intelligent measuring systems like Greenlight should be extended to allow engineers to more precisely determine how to use energy, said Gary L. Baldwin, director of special projects at the University of California's Citris program. For example, he said, operators at a data center could direct cool air only where the facility is generating the most heat.
Another idea that shows promise, participants said, is to supply computers directly with local DC power. Computers generally use direct current, but the public electricity grid typically supplies alternating current, and 30 percent of the electricity can be lost in the conversion of one form to the other.
Some colleges have started projects to power their computers directly from solar cells or other sources of DC power on the campus, avoiding the energy loss altogether. At San Diego, administrators hope to build a "power ring" that will supply computers across the campus with DC power, said Mr. DeFanti.
The rethinking of how to supply campus power is part of a broader effort to "divorce ourselves from the electrical grid," said Bill St. Arnaud, chief research officer at Canarie Inc., a Canadian computer-networking organization. Power-transmission lines lose a significant amount of energy over long distances, he said, which means that supplying a campus with energy from faraway power plant can be inefficient.
A better strategy, Mr. St. Arnaud said, is to build campus data centers next to a renewable source of power, like a solar plant. High-speed optical transmission lines, he said, would ensure that the computers would seem "as close as next door."

It is obvious that all the ways of implementing Green Computing based on this url are very difficult to apply on USEP because of the large amount of money that is needed to make that possible. Though, we need much more funds, it would be very helpful to all of us especially to the environment if we apply all those concepts stated in this url which are using GreenLight Instrument to save energy, relocate a college's server computers next to a solar-power generator, replace AC power with DC power, cool the servers only where they get the hottest, and put the servers in the ocean and power them with waves.
Sustainable IT in Universities and Colleges June 21, 2008

Sustainable IT is a subject that is going to be more and more important for all Higher Education institutions.
I must admit I didn’t realise how important Sustainable IT was until I attended an energy efficiency workshop at Cardiff University. The workshop is part of a series of events, all of which are part of the Managing environmentally sustainable ICT project by JISC and Sust-IT.
All of the presentations were really interesting, Cardiff University also arranged a tour of their brand new server room and High-performance computing (HPC) cluster. It was really good workshop and I’m already signed up for the next event about New Ways of Working.
Apparently the use of natural gas in power stations is decreasing and the use of coal is on the increase. When one of the panel described computers as being ‘Coal Powered’ it certainly made me look differently at IT. I’m now planning a complete review of our server rooms and an investigation into exactly how much electricity we use, and where the inefficiencies are. The panel also made the point that going green is not only good for the environment, there are also huge cost savings that can be made by adopting greener practices. As students become more and more interested in the green credentials of an institution the electricity usage, efficiency and carbon footprint of an institution will become a factor that students begin to consider when selecting an institution.
The rising cost of electricity means that we all have to start taking notice of the electricity we use, if we don’t then energy bills will spiral out of control and cuts in other areas will have to be made to enable institutions to pay their bills. This might sound like doom mongering, but the panel explained that in the private sector decisions to cut staffing and other resources are already being made because of the high cost of electricity.
The British Computer Societey are working on an EU Code of Conduct for server rooms / data centres. Institutions will be able to sign up to the code of conduct when a final version of the document comes out later on this year. I will be looking into this Code of Conduct, and if possible I would like to get Edge Hill signed up to the document. Institutions signing up to the code will be given some EU marketing materials to display withing the institution. Signing up for this EU recognised Code of Conduct would further enhance the green credentials of the institution.

Business and Green Computing

The term ‘Green Computing’ addresses the efficient use of computer resources by business and individuals alike. As natural persons I like to think that we are all aware of the criticality that our personal and business decisions have on the environment.
However, a business, in the sense of being an entity which has no such innate prerogatives as to be concerned about the environmental impacts that its operations have on the environment can not by itself be expected to factor in the long-term value and importance of initiatives such as ‘Green Computing’.
This is where business decision makers and policy makers need to step in order to steer the organization with awareness and knowledge. Due to the fact that, in most part, these business drivers/custodians are measured by their performance in regards to a single bottom line we can not and should not expect them to divert any attention onto issues that they are not measured, audited or rewarded for.
‘Green Computing’, from a technology point of view, is effective and has the potential to dramatically redress the environmental impact that our business creates. What is needed is not more hype around these technologies, but rather an educated and demanding shareholder base that expects of its executives quantifiable returns on multiple bottom lines. I.e. the triple bottom line: Planet, Profit, People

Last July 02, 2009 at 1:00pm, we went to the Apo View Hotel to witness an exhibit on different technology products and to attend a seminar on different organizations that was organized by the Computer Manufacturers, Distributors, and Dealers association of the Philippines (COMDDAP).

First presenter was Mr. Celmer L. Santos from Jupiter Systems, Incorporated. He had talked about Enterprise Resource Information and Control (ERICDMS) Brilliant Dealer Management System which involves car dealerships and service transactions. Though I can’t relate on the topics, I still had taken notes and listen to the facts that he had discussed. Jupiter Systems, Inc. is a 24- year old software company and one of the members of the ERP systems of the Philippines. Mitsubishi, Honda, Mazda, Volvo, and Nissan are some of the car companies that are using their system. Their Database Management Systems process flow starts with the pre-sales, then the vehicle sales and last is the after sales. When we think of the word open source, the thins that come to our mind are source code, free, open, contributor, free license, etc. Open Source is not a Free Software. I was so happy having an opportunity like this and it was my first time to join that kind of seminar and to witness an IT exhibit and above all, it was my first time to be on Apo View Hotel. LOL. Though the topics are more technical and it was hard for me to understand everything, I was still considering it as one of the most amazing experience in my life, to meet high level people in the field of Information Technology. It was during the 2nd presentation that became so interesting because of the prices that are to be given on the Question and Answer portion after. One of my classmates got the price of a 2-gig USB and a t-shirt from HP. Before the seminar, we had gone to the exhibit hall where different products were displayed and sold. I was so interested on the products that I was sure if I have money on that time, I would surely buy everything I wanted there. LOL.

When I have searched online job services on the internet, I was a bit confused of what I would choose for my Assignment 3. It was because the online job services I’ve searched are all difficult for me to achieve yet. But still, I have no choice but to choose the common ones for me so that I can relate to whatever online jobs I would choose. And these are the 5 online job services I have chosen:
1. Web DeveloperA web developer is responsible for programming the functionality of a web site. So while a requirements analyst is tasked with determining what a web site should do, the web developer figures out how it is going to do it and then writes the necessary programming code. Much of this programming code is behind the scenes and not visible to the user.
However, a web developer may also be responsible for the code that the user sees. This is the HTML/DHTML and Javascript that make up most of the web pages you interact with in your web browser.
2. Database DesignerWorking with a system architect and a requirements analyst, the database designer ensures that all necessary data has a place to be stored. At the same time, the speed at which the data can be stored and retrieved are taken in to account so that user's are not left waiting for unreasonable amounts of time.
Sometimes database designers take on database related activities such as arranging for backups, creating ad-hoc reports, and server tuning. However, these other tasks are often part of a Database Administrator's (DBA) job.

A web designer is similar to a graphic designer. In fact, many graphic designers are web designers and vice versa. Sometimes the term web designer is used to describe a web developer, but really a web designer focuses on the user interface. They are responsible for layout, color palettes, and sometimes usability. Web designers often develop some programming skills to enable them to include certain features in the interface such as roll-overs or dynamic menus.
4. Graphic DesignerWeb-based applications have brought graphic designers closer to software development projects than ever before. Because the buttons, menus, and other screen elements of a web page are not standardized, there is enormous opportunity for a graphic designer to influence how a site will look. This is often tied in to the branding efforts of a web site. As such, the graphic designer is tasked with deciding how best to portray the values of a company through the use of color and layout.

5. System administrator
A system administrator, systems administrator, or sysadmin, is a person employed to maintain and operate a computer system and/or network. System administrators may be members of an information technology department.
The duties of a system administrator are wide-ranging, and vary widely from one organization to another. Sysadmins are usually charged with installing, supporting, and maintaining servers or other computer systems, and planning for and responding to service outages and other problems.
If I would be given the chance to choose one of the best from the 5 online job services stated above, I would prefer to choose number 3 which is a Database Designer because it is somehow related to the job that I dream to have in the future which is a Database Designer. Though I’m not quite creative on arts, I still want to because I have to. There is still time to become creative and I know that I can make it.

A database administrator (DBA) is a person who is responsible for the environmental aspects of a database. The role of a database administrator has changed according to the technology of database management systems (DBMSs) as well as the needs of the owners of the databases. For example, although logical and physical database designs are traditionally the duties of a database analyst or database designer, a DBA may be tasked to perform those duties.
Duties
The duties of a database administrator vary and depend on the job description, corporate and Information Technology (IT) policies and the technical features and capabilities of the DBMS being administered. They nearly always include disaster recovery (backups and testing of backups), performance analysis and tuning, data dictionary maintenance, and some database design.
Some of the roles of the DBA may include
• Installation of new software — It is primarily the job of the DBA to install new versions of DBMS software, application software, and other software related to DBMS administration. I want to become a Database Administrator in the future for when I first took the subject Database Analysis and Design 1 (DBAD1), I was amazed and became very interested on the said subject though it was quite hard to understand the topics especially at the analysis part. My willingness to become a Database Administrator was first brought up to life when we had our final project in DBAD 1 which is to create a database system. It was so hard to finish because of the fact that we had only a little background and knowledge on making systems especially that it was our first time to take that subject. But with the help of my brother, he taught me the basics and techniques of creating an efficient database system and I really feel so comfortable and interested on what I was doing on that time. Then it all started, my dreams of becoming a Database Administrator someday.
